The biggest problem I see

The biggest problem I see with this memo is that it is far, far too late. This is the memo that should have circulated on 10 September 2001. This is the Memo that should have been circulating on 21 January 2001. Baring that, the absolute latest that this Memo should have been making the pentagon rounds was 12 September 2001...

On a side note:


The US is putting relatively little effort into a long-range plan, but we are putting a great deal of effort into trying to stop terrorists.

That part scares me. I wish, I though, we were putting a lot of effort into long term planning. I though Iraq was all about long term planning. If we are rushing to put troops in battle without a long term plan—not merely for winning that battle or war, but for how it will impact us in the larger war-- we are in for a whole world of hurt. But perhaps I misread this...
